'Less than' primary inspection and delivery and reinspection

The form stated car was dirty and raining when picked up.The same happened upon delivery, plus it was after dark and the driver was too fast to leave to really recheck it.
When I inspected in in situ, I noticed the engine lid drug on the rear bumper which is somewhat normal and I noticed the bumper to tailpipe spacing was off kilter, also normal.

Upon delivery, after dark and in the rain, it looked great, so backed it into my garage. 4-5 days later, I took it out and found the rear bumper was way out of alignment for about 2 inches down and off to the right for at least the same.
Granted, I didn't expect it to be clean and free of diesel truck soot, but I am wondering about the rear bumper. Did it happen at the dealership or after pickup? The 'bill of lading' may suggest the latter....

The driver (except for his schedule ruining drop off time which I didn't mind too much) had a really bad ear bud/blue tooth connection, plus a bit of an accent for good communications.
But really. it all went perfectly except for the rear bumper debacle. Being a 30+ year mechanic, I have a good idea when it happened, but without proof. I suspect $150-200 area to repair. I can only prove its present condition, not its former, but as to its obvious and not noted crooked angle, I have to come to the obvious conclusion Thank you in advance.

Hi, Joel. Thank you for the great review. All transport we arrange is contracted with the carrier to have an inspection at both pick up and delivery. This is so that the customer and carrier can both sign off on the condition of the vehicle prior to and following the transit. It was a pleasure doing business with you.
