Promised a Refund, but Never Refunded

I was originally quoted price of $650 for auto shipping, then called to finalize and was told that was an internet quote and was not correct. I was then quoted $1150 and a contract was sent for me to sign, which did not have the price listed, so I wrote it on the contract, signed, and emailed/faxed to reliable on 4/19/2010. I called the next day and reviewed the contract via telephone and was informed by Brian Huff whom I was working with that it was ok with the notes I added. On 4/28/2010 no shipment had yet been arranged and I was asked to give it a few more days and if not I could cancel and not be charged. On 5/4/2010 I was called by Reliable's Brian Huff and informed a shipper had agreed to make shipment and was on way now to pick up my vehicle and I would need to pay the shipper $1500 for the service. I informed Brian at Reliable of the $1150 amount for which we had contracted and said that would not be satisfactory as now I was being informed the price would be $250 for the broker reliable plus $1500 for the shipper, now for a total of $1750 when we had contracted for $1150. I gave Reliable several days more to deliver at the agreed $1150, but they could not and I canceled the order. However, when I received my Discover Card bill there was a charge from reliable of $250 posted 4/21/2010. I contacted the Reliable contact Brian, with whom i was working and complained, and was informed that accounting would call me to discuss, but no call was ever received. I called the next day and was told the same thing, but still no call. Emailed also-no response. I contacted the Better Business Bureau whom contacted Reliable after which I was told to contact a Mitch Chencin and provide the Order ID and my money would be fully refunded. I made many attempts and was told he was in meetings, not in, not available, etc. I left messages each time and never received a return phone call. I left my Order ID with the messages and never had my Discover Card credited back the $250 charged. I have now been told on 7/23/2010 when I called Reliable that this Mitch Chencin is no longer with the company. I just want my $250 that was inappropriatly charged to my Discover Card to be credited back. It wouldn't hurt for Reliable Car Transportation to credit back addtional funds to compensate for my time and frustration.
