Terrible communication. Person of contact regarding delivery as well as delivery person speaks Russian and told me "no english". How am I supposed to figure out delivery if the person cannot speak English? I feel like this is the bare minimum that's required for communication and a smooth delivery.

Hello Andy, we're sorry to hear that your experience has not met your expectations. ? ?The Federal Motor Carrier Safety Administration (FMCSA) will consider a driver qualified if- "(2) Can read and speak the English language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to make entries on reports and records" Source - FMCSA Section 391.11(b)(2). ?
