Very bad company- -delays, overcharged

On 02/08/2013, signed Contract Number 30370-ZO with Exceptional auto to transport a vehicle from FL to PA for $400 in total, paid $220 with credit card for deposit, pay remaining balance $180 to driver in cash or money order when the vehicle is delivered. After one month later on 03/07/2013, finally got vehicle delivered, but the driver asked for $500 instead $180 that was agreed on contract, otherwise the driver is not going to release the vehicle, so I went ahead call this guy name Jason who said he is the owner of the company, and extension number is 1004, he gave me some explanation of gas price going up,and the summer is coming, price is going up to take vehicle back to north. he had to charge me more, and asked me to paid for $500 in cash, credit me the $220 that was charged for deposit back to my card. So I agreed with that for $100 more than the contract we signed. After 2 weeks of that conversation, I still don't get my refund to my credit card, for this matter, I have called Jason 4 times regarding the refund, he always told me that he already refunded it, asked me to be patience. After one month, in the beginning of April, I had no choice to contact my credit issuer to dispute it, and the lady from the credit card company called the Exceptional Auto together with me, and the respond we got is the charger for transporting is $720, asked to speak to Jason, but he just never came to phone anymore. And a week later, I got answer from my credit card company, the contract I signed is just estimated charge, which means Exceptional Auto can charge me any amount the want. The Exceptional Auto is a rip off company. Especially the owner Jason, he is the guy of full of lies. THEY CAN CHARGE ANY AMOUNT THEY WANT WITH THE CONTRACT THEY HAVE. AND YOU ARE GOING TO GET YOUR VEHICLE ONE MONTH LATER.
