Unethical Auto Carrier

We originally contracted with Nationwide out of Fla. to pick up my daughter's Nissan XTerra in Annapolis, Md. and ship it to San Diego. The quoted and contracted price was $1100 to deliver the Nissan to our door within 10 days. When the car arrived in California, Carriage Auto told us they would not release the auto to us unless we paid an additional $400! They then proceeded to give us several different stories why we needed to pay more even though the contract was for $1100. Basically, they said my daughter's personal items including clothing, her uniform, bicycle, and laptop constituted excess weight. Ray's Transport in Maryland actually repacked certain items to ensure safe delivery so we thought we were good to go.
The shady individuals at Carriage told us they would take the contents of my daughter's automobile as collateral for the money they were attempting to extort- there was no way we would be able to get the vehicle back unless we paid an additional $200 so we paid it. I am writing a letter to the Department of Transportation to report this act of piracy.
