A1A Auto Transport Charged me for Services they Did Not Perform: Awaiting Refund

I'm in the military and was placed on PCS orders to the DC area. In short, I needed to transport two older model show vehicles from NC to MD. On about 26 March 2013 I contacted A1A Auto Transport to transport two older model vehicles, one a 76 Cadillac Eldorado and the other a 74 Chevy Monte Carlo. The original pick-up date as planned by A1A auto was 1 April 2013. The driver called me from J&K Trucking & Auto (a subcontractor hired by A1A Auto Transport) and told me he would pick the vehicles up on 2 April 2013. After spending five hours trying to load the vehicles, the transport company realized they did not have the proper equipment to load the cars on their trailer. The cars were too long for the ramp and would drag the ground if continue and the cars were heavy (as they are older model vehicles). The driver spent several hours calling back and forth to his dispatch as I spent several phone calls on the phone with Jennifer Larson. After starting this at 4:05pm, the driver and his dispatch say they were unable to transport the vehicles at 9:05pm. The company followed up with an email to A1A Auto Transport (Central Dispatch) and cc'd me noting the issues they encountered. Starting 3 April, I contacted Jennifer Larson for a full refund for services not completed, vehicles not picked up nor transported. She assured me they would provide a full refund. I sent emails on 3, 4, 9 11 and 14 April 2013 all to no response of a refund. I asked to speak with the main supervisor who I was told was Gladimir Cortez. I was told he could not talk with me but agreed to provide a full refund. As of date, Mr. Gladimir Cortez (supervisor) still has not called to intervene in this situation. I called Jennifer and left several messages on at least 10 occassions. On 11 April 2013, Jennifer informed me that my refund is with accounting and I should receive an email within 2 days. After not receiving an email, I not only sent another email to Jennifer, Nataly and Gladimir on 14 April but called. Again, I received the run around about giving it a few more days. Well today is 24 April 2013, and I called Jennifer Larson and she immediately say she was transferring me to accounting who of course did not answer the phone. I of course left a message with my contact info and the Order ID#. I have since tried to called Jennifer Larson back 3 times today and I left a message providing her a status that I could not get in touch with the accounting department based on her phone transfer. I've asked her to call me back so we can quickly resolve this as it has been nearly a month. She has not answered the phone, returned my phone calls nor responded to my emails requesting a status or return call. In short, it has been nearly 30 days since I've paid a deposit to A1A Auto Transport of which they clearly know the services were not performed. I would not recommend this Auto Transport Company to anyone and I definitely will inform the Military Soldiers to not utilize this Company if they ever need vehicles transported due to a PCS move. I paid a deposit to A1A Auto and have been promised a full refund for nearly a month now and have not received it. Poor Customer Service, Poor Professionalism, Poor Follow-up, Poor Ability to Adequately assess vehicles and requirements needed for proper pick up and transport, Poor committment to Excellence! All I want is a refund of the deposit due to A1A Auto not performing the services required to transport my two older model vehicles! Today, I still standby waiting on Ms. Jennifer Larson, Nataly or Gladimir to follow-up on this concern.
